Cincinnati Bell Inc., which is introducing TV entertainment service via fiber optic cable to apartment and condominium complexes in Cincinnati and Northern Kentucky, has asked the Federal Communications Commission to mediate a dispute with Northern Kentucky cable provider Insight Communications Inc. over access to cable drop boxes in some complexes.

Both Bell and Insight confirmed the mediation request to the FCC's Market Disputes Resolution Division, which handles complaints between telecom and cable providers. But after the Enquirer sought more information on the dispute, the FCC notified both sides this week that it requires details of the mediation, which can precede a formal complaint, be kept confidential.

Lisa McLaughlin, Bell spokeswoman, said Thursday the company couldn’t comment on pending matters before the FCC.
